Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.
Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission’s Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.
Under general direction, reviews and analyzes policy-related issues related to the regulation of electric distribution companies; provides expert witness testimony on policy-related issues in docketed cases before the Illinois Commerce Commission (ICC) and moderate/participates in workshops.
1. Conducts reviews of electric distribution planning and other policy-related issues associated with docketed casesbefore the ICC, specific to Illinois environmental goals as described in the Environmental Protection Act, IllinoisPower Agency Act, and emissions reductions required to improve the health, safety, and prosperity of all Illinoisresidents. Develops data requests, identifies issues that need further review and develops recommendations, asappropriate.
2. Prepares filing of written testimony and presents expert witness testimony and defends testimony in crossexaminations and legal briefs concerning the following subjects: integrated distribution planning, beneficialelectrification, performance and tracking measurement, rate planning, rate design, reconciliations, and other policy-relatedutility issues. Acts as staff case manager, as assigned. Develops cross examination questions for company andintervenor witnesses and assists in the preparation of briefs, motions, and other formal filings.
3. Participate in workshops related to integrated distribution planning, performance and tracking measurement, rateplanning and design, and other policy related utility issues as assigned.
4. Researches and conducts economic analysis specific to Electric Distribution Planning issues related the achievement of Illinois’ environmental goals and emissions reductions.
5. Organizes and moderates workshops related to integrated distribution as assigned.
6. Reviews and analyzes relevant State and Federal legislation.
7. Provides support to administrative law judges, Commissioners and other divisions on policy related utility issues.
8. Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
• Requires a master's degree in economics, finance, public policy or other closely related field.
• Two years of relevant regulatory or utility experience may substitute for advanced degree requirement;
• Superior oral and written English communication skills.
• Requires extensive knowledge of English composition, grammar, spelling, and punctuation.
• Requires extensive working knowledge of personal computers and MS Office products including Word, Excel, and PowerPoint.
• Prior relevant regulatory or utility work and/or specific educational experience.
• Experience in load forecasting.
• Experience in data analysis.
• This position requires the applicant to pass a background check and self-disclosure of criminal history.
